There are some key points to look at 1) "To the intent that the living may know." The word intent means something that is intended; purpose; design; intention. They ask, do we know God's intent? Here it is that the living may know. Not the dead but the living. Once the living is dead they are dead and do not speak or channel. They are dead. So us who are alive it is God's intent to know that the most High ruleth in the kingdom of men.
2) "And giveth it to whomsoever he will." The word gives means to present voluntarily and without expecting compensation; bestow. Just like God gave us His Son Jesus without expecting compensation he gave the kingdom of men whomsoever he will.
3) "And that he appointeth over it whomsoever he will". The word appoints means to name or assign to a position, an office, or the like; designate, to determine by authority or agreement; fix; set. God determines who will over that is why we have Kings, Queens, Governors, Leaderships, Premiers, Presidents, Apostles, Prophets, Evangelists, Pastors and Teachers because God appointed them not men. This appointment was done in the beginning during the foundation of the world. Before any of us got here.
So therefore, who rules the kingdom of God? The Most High rules the kingdom of men and all other kingdoms.
Please remember God's intent is that He, the Most High rules, gives and appoints over the kingdom of men whomsoever he will. This is just a reality reminder about the Kingdom of men is ruled by God and not men even though men want to believe they are in control.

~ Daniel 4:25 That they shall drive thee from men, and thy dwelling shall be with the beasts of the field, and they shall make thee to eat grass as oxen, and they shall wet thee with the dew of heaven, and seven times shall pass over thee, till thou know that the most High ruleth in the kingdom of men, and giveth it to whomsoever he will.
~ Daniel 4:32 And they shall drive thee from men, and thy dwelling shall be with the beasts of the field: they shall make thee to eat grass as oxen, and seven times shall pass over thee, until thou know that the most High ruleth in the kingdom of men, and giveth it to whomsoever he will.
~ Daniel 5:21 And he was driven from the sons of men; and his heart was made like the beasts, and his dwelling was with the wild asses: they fed him with grass like oxen, and his body was wet with the dew of heaven; till he knew that the most high God ruled in the kingdom of men, and that he appointeth over it whomsoever he will.
